The Chief-Prosecutor of the Anti-Graft Bureau of Changchun People’s Prosecuting Office, Mr. Li, Xiaoming, was suspended from his office due to violation of the concerned integrity rules of the Communist Party of China (“CPC”) when investigating a case.
From May of 2012 to May of 2013, Mr. Li and his staff were investigating Ms. Qi, Yu for her suspiciously engaging in illegitimate transfer and sales of the use right of land. To do the investigation, Mr. Li and his staff went to the resort beach areas in southern China namely Haikou and Sanya. In the case under the investigation, there is a critical witness implicating Ms. Qi, and the witness and Ms. Qi have a conflict of interest against each other. However, the company that is under the control of the witness paid off all of the hotel fees of Mr. Li and his staff – the hotels are luxurious five-star hotels which prosecutors are not supposed to stay when discharging official duties -- the hotels should be economical hotels, and it is the prosecuting office, not the witness and any other persons, that should pay the hotel fees. In addition, at least two of them took the first-class flights when handling the case.
Mr. Zhai, Xuejun, the husband of the investigated target, Ms. Qi, whistle blew the information to the concerned disciplinary department of the CPC so that the chief anti-graft director was then suspended from his office pending further investigation into him. It seems that the husband was investigating the prosecutors when they were investigating his wife so that the right tips can be disclosed to the CPC.
